Texas

Texas built America's energy backbone, and this project strengthens it. Western Gateway keeps Texas-made fuel competitive in fast-growing Western and Southwestern markets and delivers a durable property-tax base for the counties it crosses — revenue that supports local schools, public safety, and hospitals over the life of the project.

Economic Investment

The Western Gateway Pipeline is entirely privately funded by its project developers and long-term commercial shipper commitments. This massive capital investment requires zero public funding or taxpayer dollars, ensuring all community benefits come with no financial burden to local citizens.  The project will generate substantial, long-term property tax revenue across Texas counties, school districts, and hospital districts. These steady revenue streams stay entirely local, supporting essential public services, funding classrooms, and reinforcing local emergency response capabilities without raising taxes on residents.  Construction of the pipeline will spark immediate economic activity by creating high-quality construction jobs.

Commitment to Texas

The project transforms Borger, Texas, into a vital strategic regional energy hub. By reversing the existing Gold Pipeline to flow toward Borger rather than away from it, refined products from Midcontinent networks will link directly into the new-build system, optimizing Texas infrastructure. This long-term commercial viability helps safeguard stable, well-paid local refinery jobs for years to come.  To support the new directional flows and enhanced transport volumes, regional facilities are slated for advanced technological and capacity upgrades, ensuring Texas midstream operations remain on the cutting edge of efficiency and safety.

Landowner Partnership

Project partners Kinder Morgan, Phillips 66, and HF Sinclair believe that being a good neighbor begins with respect. We reject a "one-size-fits-all" approach and prioritize open, honest, two-way communication with landowners, local elected officials, and community stakeholders from day one. We are dedicated to working collaboratively to answer questions, address localized concerns, and earn trust through absolute transparency.   We recognize that Texas land is a proud heritage. The Western Gateway Pipeline is committed to securing right-of-way agreements through mutually beneficial, good-faith negotiations that provide direct right-of-way income to landowners. Our goal is always to build long-term, cooperative partnerships based on fair compensation and clear parameters.
