With California’s refining footprint narrowing, and Arizona’s fuel demand booming, securing America’s energy future is paramount. This means adding more capacity through resilient infrastructure and diversified supply. A Midcontinent-to-California corridor enhances reliability, reduces the risk of supply disruptions, and supports continued economic momentum across the region.
As proposed, the Western Gateway Pipeline is designed to be approximately 1,300-mile liquid product pipeline that would consist of a new-build pipeline from Borger, Texas to Phoenix, Arizona, combined with Kinder Morgan’s existing SFPP, L.P. (SFPP) pipeline from Colton, California to Phoenix, Arizona, which will be reversed to enable east to west product flows into California. The Western Gateway Pipeline will help diversify Western energy markets with a reliable fuel source from the Midcontinent region.
The Western Gateway Pipeline project will be co-located within existing pipeline corridors from El Paso, Texas all the way to the Kinder Morgan Terminal in Phoenix, Arizona from there, the product will be shipped utilizing existing pipelines that will be reversed to carry product from Phoenix into Colton, California.
The Western Gateway Pipeline will be a partnership between Phillips 66 and Kinder Morgan creating a new path for refined products stretching from St. Louis, Missouri to California. The Western Gateway Pipeline will consist of a new-build pipeline from Borger, Texas to Phoenix, Arizona, combined with Kinder Morgan’s existing SFPP, L.P. (SFPP) pipeline from Colton, California to Phoenix, Arizona, which will be reversed to enable east to west product flows into California. The Gold Pipeline, operated by Phillips 66, which currently flows from Borger to St. Louis, will also be reversed to enable refined products from Illinois refineries to flow toward Borger and supply the Western Gateway Pipeline. The Western Gateway Pipeline is targeting completion by 2029.
Using Kinder Morgan's existing terminals and co-locating with their existing pipelines minimizes Western Gateway’s footprint and brings produced fuel from the Midcontinent region directly into Phoenix, reaching markets in Arizona and California, with further optionality into Las Vegas, Nevada with connectivity to Kinder Morgan’s Calnev Pipeline.

The U.S. Energy Information Administration (EIA) states that California is on track to lose ~17–20% of its refining capacity by mid-2026. Arizona and Nevada depend heavily on California barrels, and the existing pipelines into Arizona run near capacity, leaving little backup space during outages. The Western Gateway Pipeline will be capable of supplying 200,000 barrels per day (bpd) of Midcontinent refined products directly into Arizona, replacing the approximately 125,000 barrels per day that Phoenix currently receives via Kinder Morgan’s SFPP pipeline from California. This shift allows those volumes to remain in California, increasing supply availability for in-state markets.
