The Western Gateway Pipeline (Western Gateway) is a joint venture among Phillips 66, Kinder Morgan, and HF Sinclair. Western Gateway is designed to be an approximately 1,300-mile refined products pipeline system with approximately 900 miles of new-build pipeline from Borger, Texas, to Phoenix, Arizona, with the ability to move product into California. The project will transport essential refined products, such as gasoline and diesel, from Midcontinent refineries and additional Gulf Coast supply points, including Houston and the Port Arthur/Beaumont area. The system will use Kinder Morgan's existing SFPP, L.P. (SFPP) East Line assets from El Paso, Texas to Phoenix and Tucson, Arizona. Additionally, Kinder Morgan will contribute its SFPP West Line pipeline from Colton, California to Phoenix, which would be reversed to support east-to-west flow, enabling deliveries into California. With a design capacity of 230,000 barrels per day, the project is also being developed to allow for future expansion with limited capital and no new pipe necessary as future demand requires.

Minimizing our footprint

The Western Gateway Pipeline project is designed to minimize land impacts by using existing pipeline rights-of-way where possible. The system would bring refined products, such as gasoline and diesel, from Midcontinent, Texas, and Gulf Coast supply sources, including Houston and the Port Arthur/Beaumont area. From Phoenix, the project would use existing Kinder Morgan pipelines, reversed to allow east-to-west flow into California.

The Western Gateway Pipeline is a joint venture among Phillips 66, Kinder Morgan, and HF Sinclair, creating a new path for refined products from St. Louis, Missouri, to California.

The project will include a new build pipeline from Borger, Texas, to Phoenix, Arizona, combined with Kinder Morgan’s existing SFPP East Line pipeline from El Paso, Texas, to Phoenix and Tucson, Arizona, as well as its SFPP West Line pipeline from Colton, California, to Phoenix, Arizona, which will be reversed to enable east-to-west product flows into California. Phillips 66’s Gold Pipeline, which currently flows from Borger to St. Louis, will also be reversed to allow refined products from Illinois refineries to move toward Borger and supply the Western Gateway Pipeline. The project is targeting completion in 2029.

By using Kinder Morgan’s terminals and existing pipeline routes where possible, Western Gateway is designed to minimize its footprint while bringing fuel from the Midcontinent region directly into Phoenix and reaching markets in Arizona and California. The system would also provide connectivity into Las Vegas, Nevada, through Kinder Morgan’s CALNEV Pipeline.

Together, Phillips 66, Kinder Morgan, and HF Sinclair are advancing Western Gateway as a practical way to help fuel the West. The project is designed to support a more reliable and resilient energy future by expanding access to American produced fuel.

Who will Operate the Pipeline?

Phillips 66 will build and operate the entirety of the new pipeline from Borger, Texas, to Phoenix, Arizona. Kinder Morgan will continue to operate its SFPP East Line and West Line pipelines.

Why is the Western gateway Pipeline Needed?

California's refining capacity has lost approximately 285,000 barrels per day with the closure of several refineries. Arizona and Nevada depend heavily on California barrels, and the existing pipelines into Arizona run near capacity, leaving little backup space during disruptions. The Western Gateway Pipeline would be capable of supplying 230,000 barrels per day (bpd) of Midcontinent and Gulf Coast refined products directly into Arizona and California , replacing the approximately 125,000 barrels per day that Phoenix currently receives via Kinder Morgan’s SFPP pipeline from California. By connecting West and Southwest markets directly to Midcontinent and Gulf Coast refining hubs, the project diversifies regional energy sources and buffers consumers against disruptions.
