As California’s refining footprint contracts and regulatory pressures mount, Nevada faces unprecedented energy vulnerabilities, traditionally relying on a single sourcing region for the vast majority of its transportation fuel. The Western Gateway Pipeline would provide a critical, market-driven infrastructure solution to fortify Nevada's energy security without requiring the construction of entirely new pipelines into the state.
Supply Diversification
Nevada currently imports approximately 86% to 88% of its total transportation fuel directly from California refineries. And California has lost approximately 17% to 20% refining capacity with the closure of two refineries. Nevada's supply path faces extreme strain. Western Gateway introduces direct access to alternative refining hubs in the U.S. interior, significantly reducing concentration risk. This strategic shift focuses on securing where fuel comes from rather than just expanding pipeline capacities, expanding the state's sourcing network. Diversification breaks Nevada’s single-point-of-failure reliance on the volatile California regulatory market.
Securing The Economy
Southern Nevada relies almost exclusively on the CALNEV system that flows California refined fuel to Nevada. This links the state's entire economic health and primary logistics networks to a single source. Western Gateway would provide a stable influx of Texas and Midcontinent fuel via the CALNEV connection directly, securing high-demand operational hubs and providing a reliable, secondary fuel source. A stable fuel supply protects local commerce, tourism, and expanding metropolitan populations from sudden, localized fuel shortages.
Protecting Families
Because of its geographic isolation and current supply layout, the Southwest operates essentially as an "energy island," making local pocketbooks highly vulnerable to disruptions. Recent events, such as the January 2025 Los Angeles wildfires, have demonstrated how easily regional pipeline flows can be interrupted. By physically transforming Phoenix into a regional transit hub through the Kinder Morgan SFPP West Line pipeline reversal, Western Gateway creates a dual-direction network capability. This pipeline connection insulates Nevada consumers from planned and unplanned regional refinery shutdowns, severe weather bottlenecks, and global supply chain shocks. Establishing a steady stream of stable, interior-produced fuel prevents the extreme price spikes at the pump that historically compound retail and grocery inflation across the state.
